Make sure you have install nodeJs and Angular CLI in your system. These are the commands to check if nodeJs and Angular CLI installed or not from command prompt :

open your command prompt and write following command :
  1. for nodeJs : node -v
  2. for angular cli : ng --version
If command prompt doesn't show any version number, then install both of them

  1. for nodejs : download and install from : https://nodejs.org/en/download/
  2. for angular cli : type following command in cmd  -  npm install - g @angular/cli
after installing both, change directory to your project root folder:

make sure that node_modules folder exist in root folder of project, otherwise you need to run the command : npm install

now run the following command :
ng serve

after running the command, it will display you the url to open in browser.
